Building a Community with Purpose and Progress
The Village of Kisbey is committed to responsible development, thoughtful land use, and clear guidelines that support the growth of our community while preserving the character of our rural landscape. Whether you're starting a business, constructing a building, this page will help guide you through the zoning, licensing, and planning processes.
Zoning & Land Use
Zoning ensures that land is used in a way that supports sustainable growth and community well-being. Before starting any construction or new use of land, check your property's zoning designation and the permitted uses.

Zoning categories may include:
-
Agricultural
-
Residential (Hamlet, Acreage, or Cluster)
-
Commercial or Industrial
If your intended use does not align with your zoning, you may apply for a rezoning or discretionary use permit.
Business Licensing
Contact the Village Office at (306) 462-2212 to confirm if a license is required for your business type.
Licenses help the RM:
-
Ensure appropriate land use
-
Maintain community standards
-
Keep an accurate business directory
-
Support economic development initiatives
Development & Building Permits
If you're planning new construction, major renovations, or installing new infrastructure (such as decks, garages, or agricultural buildings), a development or building permit may be required.

The Village will review your plans to ensure:
-
Compliance with zoning and bylaws
-
Proper setbacks and lot coverage
-
Public safety and environmental considerations
Note: Building without the appropriate permits may result in fines or removal orders.
Subdivision & Planning
If you're planning to subdivide land, develop a multi-lot site, or engage in large-scale planning, you'll need to follow additional processes involving the Village and Community Planning (Province of Saskatchewan).
We recommend scheduling a meeting with Village Administration before starting.
